Manitoba immigration department invited 196 hopeful immigrants to apply for a provincial nomination for Canadian permanent residence on Nov. 19.

Manitoba invited international graduates and skilled workers through three immigration streams:

  • Skilled Workers in Manitoba,
  • International Education Stream,
  • Skilled Workers Overseas.

The invitations, also known as Letters of Advice to Apply (LAAs), were shared as follows along with their Expression of Interest (EOI) score requirements:

  • Skilled Worker in Manitoba— 144 LAAs with a score of at least 526;
  • Skilled Worker Overseas— 22 LAAs with a score of at least 769; and
  • International Education Stream— 30 LAAs, no EOI score requirements.

Out of the Letters Advice to Apply issued to the 196 hopeful immigrants, forty (40) went to Express Entry candidates. This is a significant jump from the seven that were sent out in the previous draw.

Manitoba says they will refuse any of these candidates who do not have a job seeker validation code, a valid Express Entry ID, and verifiable experience in an occupation on Manitoba’s In-demand Occupations list.

Manitoba only considered Skilled Workers Overseas candidates in this draw if they were invited under a strategic recruitment initiative.

If an immigration candidate scored higher than the minimum ranking but did not receive an LAA, it could be because:

  • their third-party language test result did not have a valid test number;
  • their language test result is no longer valid; or
  • the candidate was invited under a strategic recruitment initiative, but they did not send a valid invitation number.

The immigration department said that candidates who are in one of these scenarios can update their profile with the correct information in order to be considered for the upcoming draw.

Candidates who are working in the regulated occupation have been invited to this draw. Manitoba says that they may refuse individuals who are not actually working in a regulated occupation, or who do not provide proof of having completed all licensing steps to be employed in Manitoba. Those who are in this situation have the option to decline their letters.

The Nov. 19 draw brings the total number of LAAs sent out so far this year up to 4,469.

Express Entry Manitoba

Candidates who are eligible for the Express Entry pool are ranked using a Comprehensive Ranking System (CRS) scores that consider human capital factors such as work experience, age, education, and language ability.

The highest-scoring applicants are invited to apply for Canadian immigration through regular draws from the Express Entry pool.

Those who receive a provincial nomination are given an extra 600 CRS points and are practically guaranteed an Invitation to Apply (ITA) from Immigration, Refugees, and Citizenship Canada (IRCC).

Immigration candidates who got a provincial nomination from Manitoba province in this draw have a valid Express Entry ID and provided a job seekers validation code.

Manitoba’s Expression of System

People who want to migrate through Manitoba’s Provincial Nominee Program (PNP) must register an Expression of Interest with the Manitoba immigration to receive an LAA through the Skilled Worker in Manitoba and Skilled Worker Overseas streams.

Under Manitoba’s system, such individuals are ranked out of 1,000 points for human capital characteristics such as their French or English language skills, work experience, education, ties to Manitoba, and other factors.

About Manitoba immigration streams

The Skilled Workers in Manitoba streams and Skilled Workers Overseas Category allow the province to choose skilled workers who can support Manitoba’s labor market needs.

Candidates from overseas need to have established ties to Manitoba province. This can be shown through close family connections or friends in the province, previous experience in Manitoba, or an invitation under one of the MPNP’s Strategic Recruitment Initiatives.

Candidates do not need to be physically present in Manitoba at the time of the application to be eligible.

Successful candidates in the Skilled Workers in Manitoba category must meet certain criteria, such as having a full-time permanent job offer from an employer in Manitoba.

International students that graduated from an educational institution in Manitoba may receive an LAA under the International Education Stream if they have in-demand skills.
